Kitchen remodel in Marin County: costs, permits and what to expect

Any kitchen remodel in Marin County starts with a question that has nothing to do with cabinets: which building department owns your address? The county handles some homes, and cities with departments of their own, such as Mill Valley, Novato and San Rafael, handle the rest. The rules, review times and forms differ, so the answer shapes your schedule more than most design choices.

This guide reads the primary pages instead of repeating contractor marketing. It covers the county’s permit pages, five city pages, a national cost study and the NKBA planning guidelines. It also says where the evidence stops. This guide found no county-level price dataset for Marin, so every cost figure below comes from the San Francisco metro and is labeled that way. For budget math, our guide to planning a modern kitchen remodel without overspending is a good companion.

Sourced costs for a Marin kitchen remodel

Start with the gap. Several contractor and lead-generation pages publish Marin price ranges without saying how they were built, and this guide does not repeat them. The only independent benchmark found for the region is the 2025 Cost vs. Value report, published by the Journal of Light Construction, which lists San Francisco results. It is not a Marin number, and it is not a county average.

The report’s San Francisco city column for 2025 shows how fast cost climbs with scope, and how fast the resale return falls.

Project (San Francisco, 2025)Job costResale valueCost recouped
Minor kitchen remodel, midrange$31,804$35,753112.4%
Major kitchen remodel, midrange$97,667$47,36048.5%
Major kitchen remodel, upscale$192,231$61,68632.1%

Read the table as a scale of scope, not a quote. A refresh of fronts and surfaces sits near the top row, a rebuilt kitchen with new cabinets sits in the middle, and an upscale rebuild sits at the bottom. The report’s page does not state the kitchen size for these models, so you cannot divide by square feet. If you want the full breakdown, our tips for saving when remodeling show where budgets usually bend, and our cost guide for the Bay Area will go line by line.

What to ask for in a local bid

Treat any Marin quote as a local fact that only a bid can give you. Ask for a written scope, line items for cabinets, labor and permits, and the contractor’s assumptions about what is behind the walls. A bid that arrives without those is a single number, not a plan.

Your address decides the building department

Marin County’s own page defines unincorporated Marin as a place without its own mayor and police department, served by county government for roads, police and building permits. The county’s page, dated December 31, 2025, points to a property jurisdiction tool that tells you from an address or parcel number whether you are in an incorporated city. Use that jurisdiction tool first.

County or city: where to submit your plans

If the tool says unincorporated, the county Community Development Agency reviews your plans, issues permits and inspects. The county’s Building and Safety page, updated September 25, 2026, describes that role. If the tool names a city, the city building department is your counter, and the county’s rules do not apply to you. That is why a neighbor two streets away can get a different answer from a friendly call.

The studio’s process page lays out the design phases in order. The permit question belongs early in them, because the permit track follows the scope of the plan, and the plan follows the budget.

Permit tracks in unincorporated Marin

The county’s page, updated September 1, 2026, says it has two processes: quick online permits and plan review. The quick permits come in two kinds. The first is a maintenance permit online, for jobs that replace something that exists now. You do not need plans, and the county says it will not ask for them. Its plumbing list includes kitchen and bathroom plumbing fixtures, and the county’s permit portal lists electrical, mechanical and ductwork maintenance categories too.

Minor improvement permits for smaller remodels

The second kind is the minor improvement permit, also online. The county reviews your plans at the job site, and you receive the permit up front without sending plans in. It covers a non-structural kitchen and bathroom remodel of not more than 400 square feet, the page says. The portal adds that plans are still needed for the inspectors to reference during site visits.

Plan review for larger and structural projects

The other process is plan review, for bigger jobs. You submit plans before the county issues a permit, and the page says the process takes six to eight weeks because it involves more collaboration. The county’s online permit portal sorts these into major non-structural remodels and structural remodels or additions, and it says fees for them depend on the gross area affected.

The practical reading is simple. A like-for-like swap lives in the first route, a smaller non-structural remodel lives in the second, and a layout change or structural work lives in the third. Our smart kitchen design tips show how a design can keep the plumbing wall where it is and still change how the room works. The county’s pages describe the tracks, but whether your job fits one is the building department’s call.

City pages compared

Cities run their own counters, and their pages differ in age, detail and tone. The table below is a point-in-time snapshot of what each page said when this guide read it in October 2026. A page with no date is marked that way, and a city that is missing from the table is missing because its page did not load or held nothing usable. This guide makes no claim about those cities.

How city requirements affect your project

Look at what the table shows. Novato’s route offers an instant online route, but only when the existing layout and fixture locations stay the same. San Rafael puts kitchen remodels in the plan-review group and says the first review can take up to three weeks. The city also says permits issued after January 1, 2023 are valid for two years, so a stalled job can outlive its permit. Corte Madera says a flood-zone address changes the answer, which is a reminder that your your parcel matters as much as your scope.

Sausalito’s page uses a document matrix to decide what a package must contain, and review does not start until everything is in. That is a completeness rule, and it rewards a designer who prepares a full set of drawings before the first submission. Our list of kitchen layout mistakes designers avoid is the kind of check that catches problems before a plan checker does.

Tiburon, San Anselmo and Larkspur have building departments too. Their pages either did not load or held nothing usable for this guide, so no claim is made about their kitchen rules. Call those counters directly.

Mill Valley’s kitchen handout as a code preview

One of the more detailed documents is Mill Valley’s handout for residential kitchen and bath remodels. It says these projects need a building permit with few exceptions. The exceptions are painting and wallpaper, replacing flooring only, limited drywall repair, replacing a door or trim, and plumbing and electrical trim unrelated to an appliance’s mechanical function. It asks for plans as digital PDFs at no less than 1/4 inch scale, and it says the lowest allowable kitchen ceiling height is seven feet.

Circuits, receptacles and plumbing details

The handout also shows what a plan checker looks for. A kitchen needs at least two 20-amp small appliance circuits, and no point along a countertop wall may be more than 24 inches from a receptacle. Countertop receptacles, including those on an island or peninsula, and any receptacle within six feet of a sink must be GFCI protected. Garbage disposals and dishwashers each need a dedicated circuit, and dishwashers need an air gap.

Use code requirements to guide the design

Those are one city’s requirements, based on the 2025 California codes, so use them as a code preview, not a universal checklist. They matter for design because outlets, circuits and clearances appear on the drawings before demolition. The NKBA planning guidelines add working dimensions, such as a 42-inch work aisle for one cook and 48 inches for two, and a 36-inch walkway. Our guides to maximizing kitchen space and layered kitchen lighting show how those numbers turn into a plan.

The schedule impact of the permit step

Permit time is the part of a remodel you control least, so read the published ranges. Mill Valley’s page lists seven to ten business days for non-structural residential remodels, a four to six week minimum for plan check, and a two to three week minimum for revisions. It adds a one-week review for each round of corrections. Marin County’s plan-review route runs six to eight weeks, and San Rafael’s online review may take up to three weeks for the first pass.

These are agency statements about review time, not promises about your job. They do not include the time to prepare drawings, which comes first, or the wait for a contractor’s start date, which comes after. A complete submission is the cheapest way to shorten the wait, since every correction round adds time.

Coordinate design and orders with permit review

Plan the order of work around the review. You can finish design and selections while the plans are with the city, and you can often order long-lead items once the layout is fixed. Our upcoming timeline guide covers those phases week by week. Ask your designer or contractor which items are safe to order before approval, because a required change can force a reorder.

Request a written permit fee estimate

Fees are the other open item. The county’s portal says fees for plan-review permits are set by the gross area affected, but this guide did not read a fee schedule, so it gives no amounts. Ask the building department for a fee estimate in writing.

Layout choices that change the permit track

The most useful design idea in these pages is that layout decides the track, and that scope drives schedule. Novato’s express kitchen permit is limited to like-for-like work work, and the city says the existing room layout, configuration and locations of fixtures and equipment must remain unchanged. Marin’s online routes are limited to non-structural work work. A moved sink, a new range location or a removed wall pushes the job toward plan review in these jurisdictions.

Compare a refresh with a layout change

That does not make a layout change a bad idea. It makes it a scheduling choice you can price. If a kitchen works but looks tired, a like-for-like remodel with new cabinets, counters and finishes may move through a faster route. If the room is failing, a better layout may justify the longer review, and a designer can show you both options before you commit.

Get engineering advice before opening a wall

Opening a wall is a structural question, and no web page can answer it. A licensed engineer and your building department decide whether a wall can move, what supports it needs and which permit applies. Our guides to open concept kitchen ideas and great room design cover the design side of that decision.

Bathroom remodels follow the same pages

The same county and city pages cover bathrooms, so most of what is above applies to a bathroom remodel in Marin County. The county’s own permit pages are the clearest example. Marin’s minor improvement permit names bathrooms alongside kitchens, Mill Valley’s kitchen and bath handout covers both room types, and Novato lists a like-for-like bath express permit. The details differ by room, such as shower waterproofing and exhaust, and a separate permit guide will cover them. For design ideas, our bathroom remodel ideas post is a starting point.

Hiring a designer for a Marin kitchen

A designer cannot change what the building department requires. A designer can prepare the drawings and specifications a plan checker wants. A designer can also keep the layout inside the permit track you chose, and make sure every bidder prices the same plan. Our overview of the benefits of working with a kitchen and bath designer explains that role.

Projects Within Reach and the designer’s role

Projects Within Reach serves Marin, Sonoma and Napa with kitchen and bath design, and offers virtual design nationwide. Jenn Watkins is a Certified Kitchen and Bath Designer (CKBD), and the studio’s CKBD page explains what the credential means. The studio’s model is a designer who works for you while a separately hired contractor builds. Its homepage says the designer flags anything that is not right, pushes back when needed and checks in so you are never guessing. A Marin Living magazine feature from May 2023 profiles Jenn and the studio.

This guide does not publish PWR prices, because the studio has not published any. It does not cite project counts or client results either. Read the client reviews on the studio’s reviews page and browse the project gallery to judge the work yourself, and learn who you would work with on the about page.

Questions to ask before you sign

Before you hire anyone, ask who pulls the permit, and get the answer in the contract. The California Contractors State License Board says a home improvement contract needs written direction on who will get the necessary permits. Ask which permit route the plan assumes and what happens if the building department places the job in a longer one.

Align the bid, schedule and change orders

Ask what the bid assumes about existing conditions, and how a change order will be priced and signed in writing. Ask when the contractor can begin, the start date, and how the payment schedule ties to stages of work. I tell clients to put the building department’s name, the permit route and the expected review time in the bid notes, so everyone is planning against the same assumptions.

FAQ

Permit timing in Marin County

It depends on the agency and the route. Unincorporated Marin lists six to eight weeks for plan review, Mill Valley lists seven to ten business days for non-structural remodels, and San Rafael says the first review may take up to three weeks. Corrections add time, so a complete package matters, and so does asking early.

Homeowner permit applications

Some online permits are open to homeowners. Novato’s page says homeowners, licensed contractors and permit agents can apply for express permits, subject to the page’s limits. Marin’s pages describe the routes without naming who may apply, so ask the county counter before you start.

Cost of a kitchen remodel in Marin

This guide found no Marin dataset. The 2025 Cost vs. Value report lists San Francisco results of $31,804 for a midrange minor remodel and $97,667 for a midrange major one. Treat those as a regional scale, then get written bids for your own scope.
