A kitchen remodel in Sonoma County and one in Napa share a climate and a lot of older houses, but they do not share a permit counter. Unincorporated Sonoma County goes through Permit Sonoma, the City of Napa runs its own division, Napa County has another, and cities such as Healdsburg have theirs. Each page says something different, and the differences set your schedule.
This guide reads those primary pages and the Napa County kitchen handout, then turns the code details into design choices. It found no local price dataset, so it gives no local cost figures. It also makes no style claims about either county, because the only sources found for those were contractor marketing. For budget math, start with our guide to planning a modern kitchen remodel without overspending.
Your address decides who issues the permit
Start with the agency, not the design. Unincorporated areas of Sonoma County use Permit Sonoma. Incorporated cities use their own building divisions, and Napa County and the City of Napa are separate offices. A mailing address often says nothing about jurisdiction, so check the parcel record or call before you read any permit checklist.
That matters because rules differ by agency in age, scope and wording. One page is a form dated 2023, another is a handout based on the 2022 codes, and a third carries no date at all. The sections below say which is which, so you can weigh each page. The studio’s process page lays out the design phases, and this check belongs before layouts are drawn.

Kitchen remodel permits in unincorporated Sonoma County
Permit Sonoma’s list of work that needs no permit, a form version dated 05/26/2023, opens with a broad rule. All construction activity, from site grading to interior improvements, alterations and most repairs, needs a building permit unless it is specifically exempted. The list’s finish-work line exempts painting, interior papering, tiling, carpeting, cabinets, counter tops and similar work.
The same list exempts replacing windows and doors with the same size in the same location when the frame is unchanged. It exempts stopping leaks in drains and piping, and it exempts replacing a receptacle, though not the outlet itself. Then it adds the sentence that matters most: if your project is not on the list, assume a permit is required. Exempt work must still follow the building code.
Over-the-counter permits for nonstructural remodels
For jobs that need a permit, Permit Sonoma’s over-the-counter page lists 19 residential permit types, including a nonstructural kitchen remodel and a nonstructural bathroom remodel. The kitchen version asks for existing and proposed floor plans, and the page says some permits are issued online without extra steps. It gives no turnaround time or fee. Projects outside that scope use the plan-review route.
Check the current plan-review process
The plan route has its own page, BPC-021, but its form version is form version 04/22/2020, so treat its details as dated information. It describes nine steps, says plan review begins within about 15 days, and says an application is valid for one year. You can renew once at 25 percent of the plan review fee, and an issued permit is valid for three years. Ask the plan check team for current figures.
Confirm the code edition for your application
Code year is the last Sonoma detail. The Building Division says applications submitted on or after January 1, 2026 must comply with the 2025 California Building Standards Code. It adds that the code in effect at submission applies for the life of the project. An application filed before that date and one filed after it can therefore follow different code editions. Our smart kitchen design tips show why a design should be settled before the application date.
Kitchen remodel permits in Napa: city and county pages
The City of Napa’s permit page describes three tracks. Over-the-counter permits cover work that needs no plans. Express review covers minor residential interior remodels and asks for three sets of plans at 11 by 17 inches or larger. Full review asks for three to six sets plus supporting documents, and the page says plans are reviewed within 21 business days of submittal.
Confirm how to submit plans in the City of Napa
The city’s Building Division page lists hours of 8 AM to 4 PM Monday through Thursday, with the last submittal at 3:30 PM. It also says the city has no online portal for submittals, so applications go to the permit counter in person. Both pages are undated, and portals change, so confirm before you go. A designer or contractor who files complete drawings saves you a second visit.

Napa County’s kitchen alteration handout
Napa County, which serves the unincorporated areas, publishes a kitchen alteration handout based on the 2022 codes effective January 1, 2023. This guide could not read the county’s permit-process page or its kitchen and bath submittal checklist, so it makes no claim about county review times. The handout is still the most detailed design document either county offers, and the next section uses it.
Healdsburg and the cities not read
The City of Healdsburg’s building page says permits fall into two groups: those that need plan review and those simple enough to issue without it. Its examples of the second group are reroofing work, water heater, HVAC, window and siding work. Its online services page lists those permit types too, and kitchen and bath remodels are not among them. The page says the plan review fee is paid before review starts.
Santa Rosa, Sonoma, Petaluma, Sebastopol, St. Helena, Calistoga and other cities have their own departments. The pages found for them either held nothing usable for kitchens or were not read, so no claim is made about any of them. Call the counter for your address, describe the project scope in two sentences and ask which route applies.
The jurisdictions on one table
The table below is a point-in-time snapshot of what each page said in October 2026. It describes the pages, not the law, and your project may land in a different route. A missing row means no claim is made, and a version column tells you how old each source is.
| Jurisdiction | What the page says | Version |
|---|---|---|
| Unincorporated Sonoma County | Assume a permit unless the work is exempt; nonstructural kitchen remodels have an over-the-counter type | Form 05/26/2023; building page cites 2025 code from January 1, 2026 |
| Sonoma plan-review route | Nine steps; plan review begins within about 15 days | Form 04/22/2020 |
| City of Napa | Express review for minor interior remodels; full review within 21 business days | Undated |
| Napa County | Kitchen alteration handout; process page not read | 2022 codes, effective January 1, 2023 |
| Healdsburg | Plan-review and over-the-counter groups; kitchen remodels not in the online list | Undated |
Design decisions the code pages force
The most useful design document is the Napa County handout, and its numbers show how a permit shapes a kitchen. Countertop receptacles must be GFCI protected, tamper-resistant and AFCI protected. No point along a counter wall may be more than 24 inches from an outlet, and receptacles sit no more than 20 inches above the counter. Countertop outlets need at least two 20-amp circuits, and a cord-and-plug hood needs its own circuit.
Fuel choice and range hood requirements
The range hood has its own table. For a home over 1,500 square feet, the handout lists 110 cfm or 50 percent capture efficiency with an electric range, and 180 cfm or 70 percent with gas. Between 1,000 and 1,500 square feet, a gas range moves to 250 cfm or 80 percent. The fuel choice therefore changes the ventilation plan, and the plan changes the cabinet above the range. The NKBA guidelines recommend a ducted system of at least 150 cfm, so use the higher figure when the two differ.
Lighting and plumbing fixture requirements
Lighting rules are the next constraint. The handout says every permanently installed luminaire must be high efficacy, including under-cabinet lights and sconces. That affects your fixture schedule, and our guide to layered kitchen lighting shows how to build a plan around it. Water rules matter too. The handout says California Civil Code requires non-compliant plumbing fixtures to be upgraded when a building permit is issued for remodeling, except in homes built after January 1, 1994. It also lists a kitchen faucet limit of 1.8 gallons per minute.
Use dated handouts as a design preview
Remember that this is a 2022-code document, and Sonoma is applying the 2025 code to new applications. Napa County may have updated figures by the time you apply, so use the handout as a code preview, not a spec. For layout, the NKBA guidelines give a work aisle of at least 42 inches for one cook and 48 inches for two. Our layout mistakes list and our guide to maximizing kitchen space turn those numbers into drawings.
Timing built from published numbers
No source found gives a kitchen remodel schedule for Sonoma or Napa, so any timeline here is a stack of statements from agencies and national data. Permit review comes from the pages above: about 15 days before Sonoma plan review begins, and 21 business days for the City of Napa’s full review. Corrections and resubmittals add time, and this guide found no figure for them.
Cabinet lead times and contractor availability
Material lead times come next. Kitchen Cabinet Kings, a national retailer, listed stock cabinets at one to two weeks, assembled lines at two to four and custom at six to 12 weeks in a July 2026 guide. The Houzz Q3 2026 barometer, a national survey of 424 firms published July 15, 2026, put average contractor backlogs at 6.0 weeks for build-only remodelers and 6.2 for design-build firms. None of these figures is local, so treat them as a planning floor.
Coordinate layout, drawings and material orders
The honest conclusion is a sequence, not a date. Settle the layout first, since the permit route follows it. File complete drawings, and order long-lead items only when your contractor says an approval change would not force a reorder. Our tips for saving when remodeling explain why early decisions protect the budget, and our guide to eco-friendly kitchen renovations covers materials worth pricing alongside them.
Questions for the permit counter and your contractor
Ask the permit counter four things before you plan a kitchen remodel in Napa or Sonoma. Which agency and permit route covers the address, which code edition applies, what review time the agency expects today, and whether the project triggers a plumbing fixture upgrade. Ask for the answers in an email you can forward.
Put permit responsibility in the contract
Then ask your contractor who pulls the permit. The California Contractors State License Board says a home improvement contract needs written direction on who will get the permits, a date of completion and a payment schedule. Any change in price or scope must be a signed change order. I tell clients to attach the agency’s written answers to the contract, so the permit assumptions are on paper.
Working with a designer across two counties
Projects Within Reach serves Marin, Sonoma and Napa, and its homepage says the contractor builds while the designer advocates for your vision. Jenn Watkins is a Certified Kitchen and Bath Designer, and her studio can prepare the drawings and selections a permit counter will ask for, along with the material specifications a contractor needs. Our overview of the benefits of working with a kitchen and bath designer explains that role, and the about page shows who you would meet.
The studio has not published prices, and this guide does not invent any. Read the client reviews and browse the project gallery to judge the work. The same questions apply to bathrooms, and a separate permit guide will cover bathroom remodels in both counties.
FAQ
Permit for a cosmetic kitchen refresh
In unincorporated Sonoma County, finish work such as cabinets and counter tops is on the exempt list. Treat anything not on the list as needing a permit. Exempt work must still be code compliant. Other agencies read their lists differently, so call before you start.
Napa permit review time
The City of Napa’s page says full-review plans are reviewed within 21 business days of submittal. Express review applies to minor residential interior remodels. This guide could not read Napa County’s process page, so ask the county counter for its current timing.
Range hood requirements in Napa County
Napa County’s 2022-code handout sets airflow by home size and fuel. A gas range in a home over 1,500 square feet needs 180 cfm or 70 percent capture efficiency, and the handout also asks for a dedicated circuit for a plug-in hood. Confirm the current edition before you buy.
